Why a key's material was rotated. MANUAL: an operator or integration requested the rotation. TIME_BASED: the platform rotated the key because its rotation interval elapsed. USAGE_THRESHOLD: the platform rotated the key because its primary material reached the soft usage limit and the key's rotation schedule rotates on the soft limit. USAGE_EXHAUSTED: the platform rotated the key because its primary material reached its maximum usage count and the key's rotation schedule rotates on exhaustion. The cause is required - there is no default.
