Current lifecycle state. Transitions are enforced by the administration API endpoints. expired is derived on each read, never stored: the key's current material has reached its expiresAt or used up its maxUsageLimit (protectionStopReasons says which). An expired key no longer encrypts or signs, still decrypts and verifies what it already protected, and is rotated to restore protection.
